Most likely. I've previously known HSF to follow a phased pattern of evaluating candidates. They first send out a round of PFOs, and then evaluate the remaining candidates again. After this, they send out acceptances and then finally PFOs to whoever doesn't make it to the next stage. They've probably finished the first round of evaluation and sent out PFOs but are yet to complete the next round.
Of course, please take all of this with a pinch of salt because this is mostly speculation and stuff that I've heard from trainees in the past.
