They dont even disallow multiple applications in the same year or cycle. It says so on their site. So if you and I were rejected for that reason Im going to be real ticked I spent time on an app because I trusted the FAQ.

Simmons is an incredibly odd test. I know of three people who have TCs and have passed every test for every other firm with no issue that have failed Simmons.

Its likely there for people who received letter grades rather than, or in addition to, number grades. My US undergraduate degree only gave me letter grades, with no percentages at all, so A's, B's, C's etc.
