    I don’t think this is a fair thing to say. Just because you get a VS, there’s no guarantee you’ll actually get the Training Contract. Often, less than half do.     Just to add on to this, financial circumstances don't only affect university choices but also what you can do at uni and the ways you can improve your CV.
